If you have exported your emails according to the nested structure of folders, they can be imported into Outlook by most of these tools. However if you do not have the folders (directories) structure, there is no way to determine the proper location for each email. Just ask yourself – how you may create something from nothing? 🙂
It is required to do some manual work then. In this case you may import all EML files into solid Outlook folder and then use Outlook options to organize them. For example you my know that your work emails should contain the specific signature, so you may search all such emails and move them into appropriate folder. Or ask your cloud provider to export these email together with folders.
Many cloud providers may export data to Mailbox (.MBOX or .MBX) files. Each mailbox file is corresponding to the folder name or the user account name and this can be handled by many mbox extractors. We have reviewed several free mbox extractors designed for Windows OS and Mac OS.

The data received in in EML (1 email = 1 eml) without any structure of user name folders, its just a big dump.

How can this tool assist in structuring the data to .PST per user?
